The movie begins with an underworld don Billa , featured on Interpol's criminal list, hiding and operating out of Malaysia. Krishnamoorthy has spent the last few years looking for Billa, leaving behind a life in India.
During a chase with the police Billa is severely wounded after an accident and dies in front of the ACP. The ACP then secretly holds a burial of Billa. Interpol Officer Dharmendra is assigned to work with the ACP to capture the elusive Billa as no-one knows of Billa's death. The ACP keeps the death of Billa as a secret even from his fellow officers, and tracks down a look-alike called Swami Ranga, a petty thief based in Visakhapatnam. He asks Ranga to infiltrate Billa's gang by pretending to be Billa. In return he will make sure that the children Ranga adopted, Lakshmi and Sreenu, get a proper education in Hyderabad.

Raja goes to town for higher studies with the donation of people living in a tribal village. He returns to his village after the studies. He then finds the sufferings of his people and how they are cheated by local heads . He then fills confidence in his men and tells them that they should face these illegal in the court of law. But this duo makes the villagers fools and Raja's attempts goes in vain. Few villagers get hurt by this act suicide as they have no other option and the blame is on Raja as he has forced them. Sametime Raja is selected for IAS but he rejects it and decides to fight against the villains and changes to a Robinhood avatar and names himself as Kondaveti Donga. He punishes the illegal and stands by the villagers thus all his folk starts admiring him. Trouble starts when the villains start doing mischief in the name of him. Vijayasanthi is an inspector comes to his place to catch hold of him. Radha her sister, working as a doctor knows his true identity and starts loving him. How this kondaveti donga punished the fraud people or is he caught by the police or what happens to him forms the rest of the story.
athyam is a small workshop owner in a village. His brother, Shiva works in Hyderabad and opens a workshop for Sathyam there. The brothers and their faithful allies run the garage happily as Janatha Garage.
One day, a poor man, who is a friend of Sathyam, loses his college-going daughter in a road accident. Sathyam and his friends get to know that she was raped and killed by some goons. They ask Shiva's friend ASP Chandrashekar's help, but he is helpless as there is no proper evidence against them and also they are highly influential. Then Janatha Garage take the matter in their own hands, kill the goons and make it look like an accident. Chandrasekhar knows this and warns against taking law in their hands as he is worried about the consequences.
A low-level party cadre Sengalvarayan is tying a flag to a street-lamp post. Suddenly his pregnant wife goes into labour, but he completely ignores it, as he is more dedicated to his leader and party. At the same time, the party's deputy leader visits the locality; as soon as he comes to know about this incident, the leader lends his car and orders his driver to immediately take the pregnant lady to the hospital; she delivers a baby boy named Pazhani before they get to the hospital. At the age of fifteen, Pazhani secures first rank in his 10th standard state exam and visits the party deputy-leader, now the chairman of the party and a member of the ruling coalition for his blessings with his father. While they are waiting in the party office for the leader to come in, they witness a murder of a rebel party candidate by their own revered leader due to caste-related comments by the rebel on him. When the leader asks Sengalvarayan to take the blame by saying that he killed the man due to rage about the rebel's comments, Pazhani volunteers to take the blame and is willing to go to jail, citing the leniency of juvenile laws in exchange for an MLA seat for his father in the upcoming by-election. The deal is agreed and carried out
Vijay Kumar is the honest and sincere DCP of Chennai. He takes up a case involving the rape and subsequent death of an IT employee Raji. He finds out that the rapist is Ashwin, the son of Labour Minister Vanamaamalai . Vijay kills Ashwin and reveals himself as the murderer to Vanamaamalai, who swears to take revenge on him for killing his son. Meanwhile, Vijay falls in love with a medical student Mithra and both eventually get married and lead a happy life. But, Vijay's happiness is short-lived as Vanamaamalai, his younger brother Ratnam and their henchmen barge into his house one night and kill Mithra and Vijay's mother. They even brutally assault Vijay and attempt to drown Vijay's baby daughter Niveditha aka Nivi in the bathtub. The dying Mithra manages to rescue Nivi and asks Vijay to take care of her, but not before making him promise that he will quit the police and be a peaceful and loving father to Nivi, following which she dies in Vijay's arms. Vijay fakes his death, changes his name to Joseph Kuruvilla and moves to Kerala with Nivi and his constable friend Rajendran to protect Nivi from Vanamaamalai and his gang.
